[Editorial] The Elegy about the Rampant Crime in Memphis and Shelby County

Crime is the universal, omnipresent, or ubiquitous phenomenon in any human societies both historically and realistically. Memphis is not the exception. Such crime exists here in Memphis and Shelby county. And it shows its uniqueness in the local communities, too.

Why does crime exist? Why do such criminals commit such horrible crime? Why don’t other good and responsible citizens commit their crime? What are the fundamental differences among them? How can we change such criminal irresponsible citizens into the good and responsible citizens? How can we maintain the public safety and the social order, and build, retain, and preserve the ideal social integration here?

There can be multi-layered analysis about such questions and phenomena, and about their solutions. Such analysis may have the reasons which are composed of individual, legal, social, political, economical, cultural, or historical aspects.

The Memphis community has both misdemeanor and felony. The issues of the serious criminal offenses or local crimes are homicide, jevenile crime, car thefts, government crime or government officials’ crime, white-collar crime, hybrid crime, and so on.

The rampant crime or so-called “crime crisis” shows the failure of social elite in Memphis and Shelby County let alone to the existence of those violent criminals, white-collar criminals, and hybrid criminals.

Here are some of our views or opinion in terms of such social phenomena which are discussed in the discussion domain of public opinion.

(The violent criminals in Memphis and Shelby County)

First, the violent criminals in Memphis and Shelby County should be reduced and controlled. We don’t raise any objections about that. There is no different view or opinion for reducing, controlling, and punishing such violent crime.

The violent criminals should be punished. We should not lose and give up such hopes that the conflicts among indivisuals can and should be resolved without resort to violence.

The crime of homicide is the worst crime in human society. The penalties for homicide should be heavy and the law enforcement should be strict.

Steve Mulroy, the District Attorney of Shelby County, Tennessee, mentioned like this about “pulling trigger”. The bottome line of his message was that ‘If you point a gun at somebody or another human being, and if you pull the trigger, then that means and there should confinement.’

In terms of this aspect, Steve Mulroy was not right 50 percent. Or he was not right 75 percent, or 85 percent. He was not right 90 percent or even 95 percent. He was one hundred (100) percent right. Someone should be confined in prison for long or significant time, if he or she pulls trigger at another human being. Period.

(the issue of the jevenile crime)

Second, the issue of the jevenile crime is big and huge in Memphis community. The existing view about the jevenile crime mentioned mostly about both the jeveniles and their parents including the poverty problems and the lack or failure of educational system.

The potentially suggested solutions from such diagnosis are not enough to solve the jevenile crime. Such diagnosis and solutions are what we already know, and what we know that cannot solve or reduce such problems anytime soon or in the near future.

Untraditional methods are needed to deal with the jevenile crime in Memphis. Such methods can or may be called as “cultural approach”, “social campaign”, or even “psychological operation.”

The Memphians have to persuade the juveniles not to commit crime. Stuffy, old-fashioned, staid preachings have not been working to the eyes of the juveniles. Traditional methods are not working here in Memphis.

What is the ‘peer pressure’? It is said to be “a feeling that you must do the same things as other people of your age and social group in order to be liked or respected by them.”

We have to use the tool of peer pressure. And that will not be enough if we don’t use another tool whose name is “cultural persuation/pressure/operation/movement”, or “psychological persuation/pressure/operation/movement.”

Some of the city budget need to be used for such cultural movements. And the potentional juvenile criminals need to feel social pressure or persuation especailly from their peers.

And because of the failture or indifference of the parents of the jevenile criminals, home training or discipline seems not to have worked. And the public educational system seems not enough.

Therefore, the social role of the local journalism and media should be reemphasized or stressed again. The local media can contribute by producing more persuasive or cultural content in order to deal with the jevenile crime in Memphis and Shelby County.

The issue or problem of the locally preexsting media is that they are too much commercially motivated while failing to diagnose the social problems of the local communities. There are possibilities that it may have existed or exist corruptions in the local media, too.

(car theft or car jacking)

Third, Memphis needs to deal with the issue of car theft or car jacking. Such criminals benefit from stolen goods or properties. Therefore, the important and effective tool must be used in order to try to cut off or intercept the benefits and profits from the crime.

It is not enough for police officers to try to chase the car theft criminals on the street, but what is much more important is to detect and destroy the underground market and its network of automobile parts around Memphis.

Local law enforcements can and should do that unless some of their high-ranking officials benefit from such crime.

(the failure of the local governments)

Fourth, we have to recognize the failure of the local governments. They are not only imcompetent but also are alleged or suspected to be corrupt.

 (the crime of the local governments)

Fifth, We would like to stress the issue of the crime of the local governments. We have to detect and punish such criminally involved activities from some types of the government officials especially from the justice system, the civil courts, the city government, law enforcement agencies, and local police.

 (white-collar crime and hybrid crime)

Sixth, Memphis is not only the city of the notorious violent crime and homicide, but it is the city of white-collar crime and hybrid crime, which are not seen on the street to the eyes of the general public. That’s why such crime are much more dangerous for the community only except such street homicides.

And the white-collar criminals should be punished, too. They are social cancers here. Such white-collar crime evolved into even the form of the hybrid crime here, which sends the invitatin letters to the violent crime including homicide.

(economic innovation and diversification)

Seventh, Memphis needs to pursuit and have economic innovation and diversification. When people talk about the crime issues in Memphis, the first word from their mouths tend to be about poverty.

If Memphis achieves more economic innovation and diversification, then it can contribute to reducing the local crime. We hope so at least. Logistics, transportation, tourism, health care and other industries are known local industries for the Memphis economy. But new category of industries need to be added especially from the tertiary industry.

New Netflix, new Apple, new Amazon, new Facebook, new Instagram, new YouTube, new content business, new media business can be launched around Memphis. And they should be.

More movies, more documentaries, more podcasts, more media-related content should and can be produced here locally and distributed nationwide from here.

At the same time, the Memphians have to think about this, too. All of the poor people don’t commit crime. They try to work hard or find ways to solve their financial problems instead of committing crime.

And the rich people commit crime here in Memphis and Shelby County, too. Those who have money or financial resources commit crime, too. Especially, the more money the white-collar criminals have, the more crime they commit. That’s what we should not ignore. In these types of crime, we need to have another approaches.

(the need for better law enforcement)

Eighth, Memphis needs better law enforcement. One of the myths about the local law enforcement around Memphis is that such agencies enforce law or enforce law correctly and fairly.

No, it’s not.

MPD(Memphis Police Department) is notorious for its nick name, “the biggest gangster in the city.” Such complaints are not just from the criminals or potential suspects, but they are from the good and responsible citizens, too.

We don’t have to have such “SCORPION” unit again, but we need or may need another kinds of special investigative unit for MPD. The unit should detect and investigate allegedly corrupt and criminal police members and other hybrid criminals behind them while having used the corrupt police.

(the administration of justice & the rule of law)

Ninth, the administration of justice needs to be established fairly and effectively.

There need to be special investigation about Shelby County Circuit Court and Circuit Court Clerk’s Office. And of course, other courts, too. There have been serious allegations about judicial crime, judicial corruption, judicial malfunction, judicial misconducts, and so on.

Such allegedly suspects of judicial crime need to be investigated and should be put into prision if they are convicted beyond the reasonable doubts.

Lack of trust among people about the local justice system and its judicial officers is rampant in our local community and society.

(The role of TBI and FBI)

Tenth, the role of TBI(Tennessee Bureau of Investigation) and FBI(Federal Bureau of Investigation) is important. Such agencies are unprecedentedly important because both MPD and Shelby County Sheriff Office don’t function properly.

(corrupt judges and crooked lawyers)

Eleventh, the purification process or activities need to be found in the legal circles around Memphis. There are too many and too much so-called “corrupt judges” and “crooked lawyers.”

It is extremely difficult to see or predict that the legal circles perform self-purification, so heteronomous-purification is strongly needed.

(imcompetent lawmakers)

Twelvth, we have to point out the imcompetent lawmakers who have their offices in Nashville in Tennessee.

They are not only imcompetent but also left bad laws and sometimes “evil laws” for a long time as they are. The lawmakers ignored and neglected the Memphians.

Thirteenth, these are some names for examples which need to be invetigated for the justice in Memphis and Shelby County.

The political, legal, and social elite in Memphis and Shelby County lacks both the ability and the moral integrity to fix the crime problems in the local communities.

The last resort which the Memphians can lean on is the local citizens who are indivisually good and socially responsible here in Memphis and Shelby County. And you are one of them.

[Editorial] In terms of “Bail Reform” in Tennessee & “Government Reform” in Memphis and Shelby County

The issue of the bail reform is being discussed in Tennessee.

What are the problems of such so-called “Bail Reform” in Tennessee? What are its implications for Memphis & Shelby County in terms of “Bail Reform” in Tennessee?

It is reported in the media that there are bail reform efforts in Tennessee, and Tennessee lawmakers propose constitutional amendment to deny bail for more violent offenders.

– What is Bail?

Bail is, according to the Britannica encyclopedia, a legal procedure by which a judge or magistrate sets at liberty one who has been arrested or imprisoned, upon receipt of security to ensure the released prisoner’s later appearance in court for further proceedings.

The purposes of bail pending trial in criminal cases are said to avoid inflicting punishment upon an innocent person (who may be acquitted at trial) and to encourage the unhampered preparation of his defense.

– The Legal Grounds of/about Bail in Tennessee.

Tennessee Constitution Article I – Declaration of Rights. Section 15 says this as below about bail.

“That all prisoners shall be bailable by sufficient sureties, unless for capital offences, when the proof is evident, or the presumption great. And the privilege of the writ of Habeas Corpus shall not be suspended, unless when in case of rebellion or invasion, the General Assembly shall declare the public safety requires it.”

Tennessee Constitution Article I – Declaration of Rights. Section 16 says, “That excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.”

And Tennessee Code Title 40 – Criminal Procedure Chapter 11 mentions or talks about “Bail” from Part 1 to Part 4. (Part 1 – Admission to Bail, Part 2 – Forfeiture of Bail, Part 3 – Professional Bondsmen, Part 4 – Continuing Education for Professional Bail Bonding Agents.)

TN Code § 40-11-102 says, “Before trial, all defendants shall be bailable by sufficient sureties, except for capital offenses where the proof is evident or the presumption great. After conviction, defendants are bailable as provided by § 40-11-113, § 40-11-143 or both.”

– Judicial Corruptions and Crimes in Memphis and Shelby County.

Let’s face the realities of judicial power and discretion in the City of Memphis and Shelby County in the State of Tennessee in the United States of America.

A lot of judges can be suspected to be involved in judicial corruptions. Most of judges may be involved in judicial misconducts. And even some judges are suspected to have involved in judicial crime. That is the realities of Memphis and Shelby County.

We are not talking about this on the basis of theoretical situations or hypothetic assumptions. Our view, opinion, and experiences are based on, and originated from the actual cases. These case numbers are some of them. They are “CT-4094-20″(2:20-cv-02904-SHL-atc), “CT-2449-22”, “CT-1057-21”, “47ODR-20-51(Arkansas Case), and potentially future cases.

Felicia Corbin-Johnson is a (strong) suspect in that case. Rhynette Hurd is a (extremely strong) suspect in that case. In other words, they are usual suspects. And there are other allegations or suspicions in terms of other lawyers whose social titles were judges and who were sitting on the (judicial) benches in Shelby County in Tennessee. Those/such judges should be investigated or/and arrested because there are probable causes, and those/such judges should be convicted, and be sent to and put into prisons if/when such causes/crimes are proved beyond the reasonable doubts in the court of law.

The Plaintiff of those cases continues to allege that he suffered from, suffers from, and is suffering from various kinds of crimes which are originated from those cases over more than four (4) years.

The Plaintiff alleges that one of the recent crimes happened in the courtroom on or about November 1, 2023(Case Number: CT-4094-20 Div. I). And he felt dangerous in Memphis and Shelby County because he thought that even judges are suspected to be “criminals”, or at least “suspects” of such crimes here in Memphis and Shelby County in Tennessee.

Both therefore and eventually, the Plaintiff decided to move to and live in Atlanta in Georgia after looking around Nashville in Tennessee because he didn’t feel safe here in Memphis. He even reported the change of his new address in Atlanta to the immigration authorities(USCIS) on December in 2023 because he was really going to live in Atlanta, GA.

However, he had to come back to Memphis and Shelby County again on January in 2024 because his e-filing account to/of the Shelby County Circuit Court was blocked (allegedly) intentionally, which was a crime or was suspected to be a crime.

And he is writing this editorial of the Times at the moment. His experiences are real, and our views are real, too.

– In the name of judicial discretion.

If the lawyers, who are sitting on the judicial benches and whose names are judges, have more power in the name of judicial discretion in terms of the bail system in Memphis and Shelby County, TN, then, there exist such great possibilities that such discretions can be abused, misused, and/or even used for committing judicial crimes.

Such possibilities are not just realistic, but they are literally REAL. And judicial crimes already exist in Memphis and Shelby County.

– Mr. Tyre Nichols’ case & police crime.

One of the things which Mr. Tyre Nichols’ case showed and proved was that such police officers in Memphis were suspected to have committed crimes here in Memphis and Shelby County. They are suspectedly criminals (or at least the defendants in criminal cases as of now.)

If someone sees and perceives the case of Mr. Nichols as just “police brutality,” then his/her view is or may stay in the lowest level of understanding of that case.

That case shows the realities of police crimes. And there can exist other types of police crimes, especially from the higher level of police positions.

And the issues don’t stop at the level of police crime. If police commit crime, it opens the door widely for other crimes which can be committed by others who are more powerful than just the police officers in the street in Memphis. One of the typical examples are judges who hold the judical power here in Shelby County.

The real implication of the issues of Mr. Nichols’ death case is connected, directly and indirectly, to the issues of local government crime here in Memphis and Shelby County.

– “Bail reform” in Tennessee.

If TN State Senator Brent Taylor wants to make any “bail reform” in Tennessee, he has to present other measures for preventing such tools from being used for abuse or misuse, or even judicial corruptions and/or crimes in the name of judicial discretion.

Memphis is a city of crime. And it is not a city of just violent or physical crimes. It is a city of crime of hybrid crimes including white-collar crime. Such hybrid crimes are the worst type of crime only except homicide.

It is suspected or alleged that Memphis and Shelby County, TN have and suffer from government crimes including, but not limited to judicial crime and police crime.

What is much more important and urgent in Memphis and Shelby County, TN, than such “Bail Reform” is “Judicial Reform.”

– Government Reform in Tennessee (including Judicial Reform.)

Most of judges here in Memphis and Shelby County are suspected to be corrupt. And Some of them are extremely strongly suspected to be even criminal.

It’s the time the Memphians or the local residents have to face the realities of judicial and legal circles here in the local communities. They are not only corrupt but also (are suspected or alleged to be) even criminal. Seriously and really, they are (suspectedly) criminals.

Mr. Sexton and Mr. Taylor, “Hey Men, you’re NOT doing your job”, and “Do your work”.

This Honorable Court of Public Opinion orders the Speaker of the House of Representatives of Tennessee Cameron Sexton and State Senator Brent Taylor to perform the “Government Reform (including Judicial Reform)” in Memphis and Shelby County in Tennessee.

[Editorial] The Case of Tyre Nichols & Its Rumors

Why was Mr. Tyre Nichols stopped?

They say that the City of Memphis released, on January 30, 2024, hours of additional video footage of the night in the year of 2023 when Mr. Tyre Nichols was beaten by five now-former Memphis Police Department officers.

It is pointed that such footage shed very little light on why Mr. Nichols was stopped. Then, we have no choice but to think that why Mr. Tyre Nichols was stopped. Again, literally, why was Mr. Nichols stopped?

If and when such video footage or other evidence does not reveal why Mr. Nichols was stopped, we have to begin to try to listen to such rumors which general public has been talking about.

In general, some rumors turn out to be true or have grounds for them. Some rumors turn out to be false and don’t have grounds for them. Some rumors are just rumors where general public cannot make final verdict or assessment because of the lack of enough evidence or information.

Each case is different. Case by case approach is necessary especially when enough information or evidence is not available. Therefore, more data should be revealed in the case of Mr. Tyre Nichols.

There were many rumors circulating in the case of Mr. Tyre Nichols. However, we don’t have enough information to verify all of such rumors. We are not in the legal position to verify them, either.

But one of the rumors should be verified. That is so-called “Love Triangle” relationship or such scenario. It sounded a very sipid subject because it sounded plausible or at least intriguing to the ears of the general public. “Love Triangle” was a topic for the gossips. That’s why people continued to talk about that especially from those who knew Mr. Nichols directly.

Again, generally speaking, rumors are just rumors. And at the same time, rumors are rumors as of at the moment because there is no enough information or evidence to verify such rumors. But a lot of rumors don’t have their opportunities to prove or to be proved whether they are true or false. They just dissappear or continue to circulate over the time. But some rumors survive and end up having their opportunities to prove that such rumors were true from the beginning or Day One.

We don’t know yet which rumors have their solid grounds or not. We don’t know yet which rumors are just baseless canard. The general public just doesn’t know yet (although some may already have known or may know). Both because of the lack of enough information and because of the lack of verification process.

However, one thing is absolutely sure and necessary. The Memphians deserve to know why Mr. Tyre Nichols was stopped.

There are the ‘Dumb and Dumber’ in Memphis, TN. Who are the dumb and dumber in Memphis?

“Dumb and Dumber” is said to be a 1994 American buddy comedy film directed by Peter Farrelly, while starring Jim Carrey(Lloyd Christmas) and Jeff Daniels(Harry Dunne). The film was released on December 16, 1994 and it grossed about $247 million at the box office.

They say that the movie has developed a cult following in the years after its release and is regarded as one of the best comedies of the 1990s.

Who are the dumb and dumber in Memphis? And who is the dumb, and who is the dumber?

They are Jim Strickland and C.J. Davis. And Jim Strickland is the dumb, and C.J. Davis is the dumber.

They are the ones who should be blamed the most for the “situations” or “crisis” in terms of ‘crime-infested Memphis’ or ‘crime concerns’ in the community.

In terms of cunningness, C.J. Davis is cunning, and Jim Strickland is more cunning. But both of them are very irresponsible.

One of the urgent priorities of the next mayor, when he takes office next January in 2024, is to fire C.J. Davis. She should be removed from the position of Memphis Police Chief.

If he doesn’t do that, it means that he is another kind of ‘the dumb.’

Memphis does not need another dumb thing.

[Editorial] Floyd Bonner, DUI, and his Political Motivation

DUI = driving under the influence.

Multiple Shelby County corrections officers were indicted recently in terms of the case of Mr. Gershun Freeman. Shelby County Sheriff, Floyd Bonner, was said to have called the indictments as “political” or/and politically motivated.

Mr. Bonner doesn’t deserve too much of our precious time and energy, but the Times makes its comments about Mr. Bonner regarding such incident as short and concise as possible.

Mr. Bonner’s political rhetorics seemed to have been designed for political excuses for both himself and his accused employees, and/or for political justification in terms of their alleged crimes or misconducts.

The Mephian democracy is not perfect. It reached uppermost limit when the local voters elected such irresponsible government officials like Jim Strickland and Floyd Bonner.

However, the Memphian domocracy showed its possibility or full potential, too, when the local constituents elected such decent government official like Steve Mulroy.

Public office doesn’t contain alcohol, but it contains power. Mr. Bonner can find it very hard to admit that he has a power problem, not alcohol problem. DUI not by alcohol. But DUI by power.

The Memphians found Mr. Bonner in a drunken stupor. He seems to have been driving his political vehicle while under the influence of power. He is producing such political impression of staggering drunkenly to his feet. Figuratively speaking or metaphorically speaking, he is like a drunk stumbling in the dark, looking for the loo.

His car can be pulled over by the sheriff’s deputies. Or/and his vehicle of power should be pulled over by the local constituents. His political gesture is dropping some hints for the coming Memphis mayoral election.

Mr. Bonner can or is recommended to take a long shower with warm water when he goes home today after his work. And he can have a good sleep. And the next morning, he can or should pledge himself to be a good kid or at least a better kid.

His drunken dance is ugly, but funny. And such his drunken dance seems to be so-called “Political” or “Politically Motivated.”

[Editorial] Steve Mulroy is right, and Jim Strickland is wrong

  • “Battle”, “Blow”, “Counterblow” between Mr. Mulroy and Mr. Strickland.

    Steven J. Mulroy is the District Attorney for Shelby County, Tennessee. He was elected DA in August 2022. And Jim Strickland Jr. is the current mayor of Memphis, Tennessee, serving since 2016. Those government positions are very important for the lives of local residents, and they have great impacts and can have great effects on the local community.

    It was being talked about “a back and forth between Steve Mulroy and Jim Strickland” over getting tough on crime in the city of Memphis and Shelby County recently. And local media defined it as “battle”, “blow”, “counterblow.”, “DA responds to Mayor’s criticism.” And Mr. Mulroy said, “Three strikes, you’re out.”

    However, we have to add another name for the ongoing discourse about, from, and between Mr. Mulroy and Mr. Strickland. The third name is “PIC” which is the abbreviation of “Prison-Industrial Complex.”

    According to Tufts University Prision Divestment, current estimates indicate that there are approximately 2.3 million people incarcerated in the United States, with an additional 4.5 million people on probation or parole. The US has the world’s highest incarceration rate and, despite representing under 5% of the global population, the US holds almost 20% of the global prison population (Prison Policy Initiative).
  • What is the Prison-Industrial Complex(PIC)?

Abolitionist organization Critical Resistance explained it as “the Prison Industrial Complex (PIC) is a term we use to describe the overlapping interests of government and industry that use surveillance, policing, and imprisonment as solutions to economic, social and political problems.”

The prison-industrial complex (PIC) is said to be a term, coined after the “military-industrial complex” of the 1950s, used by scholars and activists to describe the many relationships between institutions of imprisonment (such as prisons, jails, detention facilities, and psychiatric hospitals) and the various businesses that benefit from them.(Source: Wikipedia)

They say that the PIC is not just the prisons themselves or incarceration. The PIC is said to be an interlocking web of many different systems that assure the powerful will stay in power. In terms of “PIC”, there exists such issues of (A) the expansive network of people and parties with vested interests in mass incarceration, and of (B) how this network functions to fill prisons and support mass incarceration.

It seems that there are such players in terms of the field or the industry including, but not limited to government and law enforcement agencies, private prison companies, suppliers and service providers, lobbying groups and politicians, and so forth. Justice Education Project analyzed like this. “Some of these systems include prisons, the bail system, the police, courts, and more.

The Project continued to say, “Private prison companies rake in huge profits for incarcerating people and politicians garner support for being “tough on crime.” All of these people and companies profit greatly from incarcerating, transporting, feeding and exploiting prisoners.”

Such players are not the only players in the field. Even media play their roles for that. It is said that mass media helps to depict a large variety of oppressed peoples (people of color, poor people, LGBTQ+ people, immigrants, youth) as criminals or people who need to be stopped.”

ChatGPT says, “Some politicians and interest groups may support policies that lead to increased incarceration rates or longer sentences, which can further the growth of the prison system.” It is said that the prison-industrial complex is criticized by many activists, scholars, and advocacy groups for a variety of reasons, including, but not limited to incentive for incarceration, mass incarceration, inequity and racial bias, lack of rehabilitation, human rights concerns, and so on.

ChatGPT concludes like this, “Efforts to address these concerns include advocating for criminal justice reforms, reducing mandatory minimum sentences, improving rehabilitation programs, and reassessing the role of private companies in the prison system.”

    We have a fundamental question about, to, and for Mr. Strickland about his policies on crime. He can answer or make his comment when he is ready to.

    Question: Is Jim Strickland, Mayor of Memphis, one of those politicians who have been suspected to support such policies that can lead to increased incarceration rates or longer sentences, which can further the growth of the prison system in Shelby County, TN?

We ask another question to ourselves. Why is the prison industrial complex a problem?

We present this explanation instead. Justice Education Project explains, “Private prisons make more profit with more inmates, so instead of working with the goal of rehabilitating people and returning them to society, they work with the goal of keeping as many inmates incarcerated for as long as possible. This then contributes to the cycle of over-policing and longer sentences.”

Justice Education Project concludes, “The Prison Industrial Complex exploits incarcerated people on a daily basis. Private prisons not only make a profit just from holding incarcerated people, but can also force those people to partake in prison labor due to a loophole in the 13th Amendment. Our criminal justice system is riddled with injustice, but the PIC creates and upholds some of the most inhumane and unjust systems.”

Whenever we see the face of Mr. Strickland in the television regardless of whether you think his face is handsome or not, or even ugly, it is suspected that the “IMAGE” of PIC is overlapped or superimposed with his face.

As the Times pointed out in another editorial, in order to respond the local crime in Memphis and Shelby County, the COMPREHENSIVE COUNTERMEASURES are necessary and the INCLUSIVE SOLUTIONS should be suggested.

Just only trying to send more people into prison cannot solve the various social problems in Memphis and Shelby County in terms of “fighting against crime” or “getting tough on crime.”

In order to treat or cure diseases on human body, you need to cure the cause, not the symptom. That is the fundamental difference between ‘charlatans or quack doctors’ and ‘excellent or noted doctors.’

It seems that Mr. Strickland has been thinking of or talking about such symptoms during the last 7 or 8 years. But the good news is that a new mayor will be elected on this coming October, 2023. It is really a good news.

Every election has its own issues. Memphis suffers from more than several important issues for the daily lives of the Memphians. Here are some of the important issues which were, are, or will be talked about or discussed before, during, or even after the mayoral election in the city of Memphis, Tennessee.

First, the MINIMUM WAGE should be increased in the city of Memphis. The minimum wage is said to be the lowest hourly wage that employers are legally required to pay their workers. The working class in Memphis deserves better and higher wages no matter what.

The issue of the minimum wage in Shelby County and the city of Memphis is much more important than any other counties or cities in the State of Tennessee because it is closely related to or connected with other socioeconomic factors in and for the city of Memphis where such economic opportunities and financial tranquility or serenity are so much important for the social stability and prosperity.

Second, as you already know or may know, we should deal with the urgent issue of fighting against crimes. However, it is not enough to adopt a stopgap measures or such policies. A myopic or a short-sighted way of thinking cannot solve or decrease the social problems of crime in the city of Memphis.

The COMPREHENSIVE COUNTERMEASURES are necessary for responding to the local crimes. And the INCLUSIVE SOLUTIONS should be suggested not only in order to fight against the local crimes, but also in order to decrease the increasing crimes.

Of course, we have to deal with different kinds of street crimes. But the Memphians have to open their eyes in terms of so-called “Hybrid Crimes” in Memphis. Such crimes are the mixture or the cross-breed of the physical(violent) and the white-collar crimes which actually exist in Memphis.

The criminals who commit such hybrid crimes don’t run away when they are caught or when their crimes are discovered or revealed. Instead they tries to hurt or threaten the victims or destroy the lives of the victims through various way including, but not limited to extraordinary schemes or unbelievable machinations.

Third, the GOVERNMENT REFORM must be pursued. Both the political and legal accountability should be found and realized for the government officials who are allegedly corrupt or even criminal. Judicial decisions should be verified by microscope. Administrative actions should be reviewed with attention. Political activities of local politicians should be monitored with seriousness.

Citizens, media, and activists should be more involved in the local democratic process. The local democracy of Memphis should not proclaimed or declared only in the school textbooks. The spirit of democracy should be alive in the local community.

Forth, the RULE OF LAW should function fundamentally in the city of Memphis. There seem to be a lot of serious allegations not only judicial misconducts or police misconducts, but also even judicial crimes and police crimes. And so-called “crooked” lawyers should be censured, condemned, denounced, sanctioned, or even disqualified.

And even though Memphis is located about 3 hours away, by car, from Nashville, but the Memphians need to pay attention to what’s going on in the General Assembly in Nashville because the laws of the State of Tennessee were, are, and will be made there in Nashville. The lives of the Memphians are governed by the constitution and laws of the State of Tennessee including the constitution and laws of the United States of America.

Fifth, the spirit of COMPASSIONATE SOCIETY should be valued or realized in the local community. Such culture of exclusion, discrimination, coercion, disregard, negligence, or ignorance has been deeply penetrated into or widely distibuted over the local culture or minds.

The city of Memphis has been facing very challenging local issues which are both political and social. Some of the urgent issues among them are the minimum wages, the comprehensive countermeasures against the crimes, the government reform, the rule of law, the spirit of compassionate society in the local community, and so on.

Memphis should take a leap in order to move forward, not backward. This city should not be stalled or in a rut.

One vote of a Memphian citizen for the next mayoral election had never been more important than that of the year of 2023 throughout the entire history of the city of Memphis.

You can make a history. And you can make a difference.

[Editorial] Governmental-Industrial Complex in the City of Memphis and Shelby County

On July 1, 2023, in this editorial, the Times warns against the establishment of a “governmental-industrial complex” in the city of Memphis and in the county of Shelby County in the State of Tennessee in the United States of America.

“In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.” – Former President Dwight D. Eisenhower (1961).

On January 17, 1961, in the farewell address, President Dwight Eisenhower warned against the establishment of a “military-industrial complex.” His farewell address was said to have surprised the general public at his strong warnings about the dangers of the “military-industrial complex.”

They say that the military-industrial complex refers to the close and mutually beneficial relationship between a nation’s military establishment, the defense industry, and the government. It is a term that was coined by President Dwight D. Eisenhower in his farewell address in 1961.

Critics are said to argue that it can lead to a perpetual state of conflicts, as the defense industry relies on military spending for its profits, while mentioning such phenomena of “interconnections”, “interdependence”, and/or “cooperation” between the military, defense contractors, and government agencies.

They say that the military-industrial complex can also create ethical dilemmas, as decisions regarding military interventions and weapon development are influenced by profit motives.

The City of Memphis and Shelby County have many fundamental problems for functioning as municipal governments, but some of the characteristic malfunctions seem to be originated from the real or potential existence of “governmental-industrial complex” in the city of Memphis and Shelby County, TN, in the U.S.

One of the fundamental problems within or from the local governmental agencies is the chronic diseases of “manipulation of records.” Where there exists any possibility of issues or legal disputes, there exist such maladies of manipulating records or distorting the factual allegations or evidence.

The crime, practice, and such culture of the manipulation of records are only one of the maladies afflicting the city of Memphis and Shelby County. Such maladies are real and deplorable.

Such manipulated records are used for judicial crime where the judges can have find ways for excuses in the name of “judicial discretion” when they make intentional misjudgments or mistakes for “factual findings.” Judges almost always have an excuse for their very calculated misjudgment or intentional mistakes in the name of the judical discretion or judicial power.

However, they are not just misjudgments or mistakes, but they are fundamentally crimes. They are judicial crimes and judical coercion. Judges are or can be criminals in the City of Memphis or Shelby County. Such criticism, allegations, or possibilities are real here. They are not just hypothetical or theoretical. They are real.

At the same time, there are many reasonable allegations about the illegal or unlawful activities in terms of the local law enforcements. We are not just talking about “police misconducts”, or “police (intentional or unintentional) mistakes” which were based on the notorious reputation as “Local police are organized gang or legalized gang of thugs.”

We are even talking about “police crime.” If there exist such crimes within the local law enforcement agencies, there are more likely to exist that bigger level of criminal activities exist in the higher level of authorities than the those of the lower level of police power.

It is our human experience that more power produced more corruptions, and that absolute power caused and was connected to arbitrary discretion or oppressive mechanism, which were eventually manifested. That is our empirical knowledge and observation. That is not just theoretical. Human history successfully, consistently, and continuously showed and demonstrated that.

Such “Governmental-Industrial Complex” is Corporations and Government Complex. Overall, such complex is “Money and Power Complex.” Such complex (allegedly) exist in Shelby County and the City of Memphis.

There exist such allegations that corporations are dependent on the both corrupt and criminal government officials, and such corrupt officials were and are bought, directly or indirectly, by the hidden bribery of corporations under the table or behind the curtain.

Local government officials get or are suspected to get their bribery. Corporations get the maximization of their profits. It is win-win situations for them. However, justice is lost, and the innocent victims suffer from the consequences of such crimes during the course of their business between governmental-industrial complex.

There exist such phenomena of “interconnections”, “interdependence”, and/or “cooperation” between the governmental agencies and industrial sectors here in the local communities. Industry relies on government spending and power for the maximization of its profits and for the cover-ups of its hybrid crimes. Local government officials are dependent on, and became DOMESTICATED by the bribery from industry.

Such “Governmental-Industrial Complex(in other words, Money and Power Complex)” led to a perpetual state of CORRUPTIONS and CRIMES in the City of Memphis and Shelby County.

It is said that elections make a fundamental contribution to democratic governance. And they say that elections also reinforce the stability and legitimacy of the political community.

Elections are said to play a crucial role in democratic societies by promoting citizen participation, ensuring accountability, and facilitating the peaceful transfer of power. It is said that elections have been the usual mechanism by which modern representative democracy has operated since the 17th century.

The term “election” is said to refer to a formal process in which individuals or groups choose or select someone for a specific position, such as a political office or a leadership role. By electing officials, it is said that citizens can have a say in selecting leaders who will make decisions on their behalf and work towards fulfilling their interests and needs.

The Britannica encyclopedia mentions this below about the meaning and the importance of elections. “Because direct democracy—a form of government in which political decisions are made directly by the entire body of qualified citizens—is impractical in most modern societies, democratic government must be conducted through representatives.”

The Wikipedia encyclopedia explains these below in terms of such election campaigns. “When elections are called, politicians and their supporters attempt to influence policy by competing directly for the votes of constituents in what are called campaigns. Supporters for a campaign can be either formally organized or loosely affiliated, and frequently utilize campaign advertising. “

The encyclopedia mentions more like these. “It is common for political scientists to attempt to predict elections via political forecasting methods. The most expensive election campaign included US$7 billion spent on the 2012 United States presidential election and is followed by the US$5 billion spent on the 2014 Indian general election.”

The 2023 Memphis mayoral election will take place on October 5, 2023(Thursday). The filing deadline for this election is July 20, 2023. The current mayor Jim Strickland (D) is term-limited. Early voting starts in September.

They say that about twelve candidates have declared their candidacy as of June, 2023, including six Democrats, three Republicans, and two independents. While the election is officially nonpartisan, many candidates (and officeholders) are said to be affiliated with a political party. It is said that Memphis, the 27th-largest city in the U.S., has had a Democratic mayor since 1992, and Memphis is also holding elections for county clerk and all 13 seats on the city council in 2023.

The declared candidates for the next mayoral seat are Joe Brown, Brandon Price(Salamander Brandy), J.W. Gibson, Van Turner, Paul Young, Floyd Bonner, Karen Camper, Frank Colvett, Michelle McKissack, Willie Herenton, and so on.
